SNI 39:2024: Updated Steel Pipe Standard for Water Pipelines and Gas Installations

 

The transition from SNI 0039:2013 to SNI 39:2024 marks an important update for the steel pipe industry in Indonesia. This update is not limited to a change in the standard number. It also covers a broader range of pipe applications, improvements to the certification process, and stronger requirements for quality control and product compliance.



SNI 0039:2013 on Steel Pipes for Water Pipelines With or Without Zinc Coating is no longer valid. Meanwhile, SNI 39:2024 on Steel Pipes With or Without Zinc Coating for Water Pipelines and Gas Installations was established on October 7, 2024, and is currently in force.


The mandatory implementation of SNI 39:2024 is regulated under Minister of Industry Regulation No. 5 of 2025. The regulation took effect on July 24, 2025, replacing the previous provisions that still referred to SNI 0039:2013.


What Is SNI 39:2024?

SNI 39:2024 is an Indonesian National Standard that regulates steel pipes with or without zinc coating for water pipelines and gas installations. Under the implementing regulation, the products covered by this standard are carbon steel or alloy steel pipes manufactured using the following methods:

  • Electric Resistance Welding or ERW;
  • Submerged Arc Welding or SAW;
  • longitudinal seams; or
  • helical seams.

The pipes may be supplied without a zinc coating or coated with zinc through a hot-dip galvanizing process. Therefore, the scope includes products commonly known as black steel pipes and galvanized steel pipes.

What Are the Differences Between SNI 0039:2013 and SNI 39:2024?

  • The Scope Now Covers Water Pipelines and Gas Installations

The most visible change can be found in the title and scope of the standard. SNI 0039:2013 focused on steel pipes with or without zinc coating for water pipelines. Under SNI 39:2024, the scope has been expanded to explicitly include gas installations.

This broader scope makes SNI 39:2024 more relevant to the increasingly diverse requirements of utility, construction, and infrastructure projects. However, this does not mean that one type of pipe can automatically be used for every gas system. Product selection must still consider:

  • the type of fluid;
  • working pressure;

However, that regulation still referred to SNI 0039:2013. It was later revoked and replaced by Minister of Industry Regulation No. 5 of 2025, which specifically makes SNI 39:2024 mandatory for steel pipes used in water pipelines and gas installations. The latest regulation covers several important aspects, including:

  • the scope of products required to comply with SNI;
  • conformity assessment;
  • issuance of SNI Certificates;
  • approval for the use of the SNI mark;
  • responsibilities of manufacturers and business operators;
  • product supervision; and
  • transitional provisions.

For manufacturers, importers, and distributors, SNI compliance is not limited to meeting technical product specifications. It is also part of regulatory compliance when manufacturing, importing, and distributing steel pipes in Indonesia.



  • Certification Uses a Type 5 Certification System

Conformity assessment under SNI 39:2024 is conducted through a Type 5 certification system. This system does not rely solely on testing a single product sample. The assessment also includes an audit of the production process, implementation of a quality management system in accordance with ISO 9001:2015, and testing to verify that product quality complies with SNI requirements. In general, the certification process includes:

  • submitting a certification application;

Manufacturers must also control the stages that may affect product quality, from the receipt of raw materials to the final product inspection. These stages may include:

  • raw material inspection;
  • pipe-forming processes;
  • ERW or SAW welding;
  • dimensional adjustment or sizing;
  • zinc coating processes for galvanized pipes;
  • pipe cutting;
  • dimensional inspection;
  • quality testing; and
  • production documentation.

Through structured production control, non-conformities can be identified earlier instead of being discovered only after the product has arrived at the project site.
